Bill Horn, supervisor with the San Diego County Board of Supervisors, cuts the ribbon during the open house and dedication of the Avenue of Flags at Miramar National Cemetery, San Diego, Jan. 28, 2012. U.S. Marines from 3rd Marine Aircraft Wing participated in the event after volunteering almost 1,000 hours of community service to the foundation by installing the flagpoles at the cemetery.
