U.S. Defense Chief of Mission, Patrick Fitzgerald, speaks his appreciation at a ceremony honoring the finished construction of an elementary school in Zona De Acapulco. U.S. Navy Seabees assigned to Naval Mobile Construction Battalion (NMCB 23), embarked on High Speed Vessel (HSV-2) Swift in Peru, were refurbishing the school and placed new electrical outlets and a new bathroom inside. NMCB 23 is working with Peruvian combat engineers from Base Naval De Callao and Brigada Infanteria De Marina De Ancon as a part of HSV-Southern Partnership Station 2012. HSV-SPS is an annual deployment of U.S. Navy ships and assets to the U.S. Southern Command's area of responsibility in the Caribbean, Central and South America. The exercise involves information sharing with Navies, Coast Guards and civilian services throughout the region.
