U.S. Army Central and Task Force Spartan civil affairs Soldiers conduct a key leader engagement with Noor Al Shebli, Gulf Cooperation Council Emergency Management Center (GCC-EMC) risk planning director, to help build and establish interoperability between the U.S. government, Kuwait and the GCC-EMC, March 24, 2019, in Kuwait. This meeting helps better understand the GCC-EMC capabilities and coordinate a working relationship that will lead to GCC participation in Eagle Resolve 2020.
