Balikatan is an annual exercise between the U.S. and the Philippines and comes from a Tagalog phrase meaning "shoulder-to-shoulder," representing the partnership between the two countries. Exercises such as Balikatan increase our ability to work together in response to crises across the military spectrum in order to accomplish the mission and support the local population.
