Philippine Air Force Airman 2nd Class Ricky Batuigas pours water into a mortar mixer to make the correct consistency in Pagasa, Bataan, Philippines, as part of Exercise Balikatan, March 25, 2019. At this engineering civic action project, two classrooms are being constructed with the combined efforts of the U.S. Army and the AFP Air Force. Balikatan is an annual exercise between the U.S. and the Philippines and comes from a Tagalog phrase meaning "shoulder-to-shoulder," representing the partnership between the two countries. Humanitarian and civic assistance activities enable our service members to get to know each other and provide support to local communities.
