U.S. Army Col. Brian R. Horton speaks to local high school students at Victor O. De Guia, Jr. Elementary School in Balian, Pangil, Laguna, Philippines, during the opening ceremony and blessing of the one-room classroom constructed as part of Exercise Balikatan, April 10, 2019. Engineering projects were conducted to improve the local infrastructure of schools and medical facilities. Exercises such as Balikatan increase our ability to work together across the military spectrum in order to accomplish the mission and support the local population.
