Chief Warrant Officer 2 Julio Leon-Gutierrez, a native of Juana Diaz, Puerto Rico, and an unmanned aerial system technician assigned to the 3rd Brigade Combat Team, 1st Armored Division speaks to Deputy Secretary of Defense Dr. Ashton B. Carter over the capabilities and recommended upgrades for unmanned aerial vehicles operating at high altitude in eastern Afghanistan during a round table discussion. The panel was hosted to take advantage of the hindsight on fielded equipment, training events, and cultural training that has helped the brigade during its deployment. Carter visited the brigade six months earlier in August 2011, as the unit was preparing for its deployment to Afghanistan.
