Charlotte fire captain Tim Rogers talks about the release mechanism of a litter while going through various rescue operations planning stages with members of the North Carolina Helicopter Aquatic Rescue Team (HART). The team is made up of members of several city and state agencies along with the Charlie Company 1-131 Aviation Regiment, North Carolina Army National Guard. They collaborate quarterly on rescue operations.
