Working with the individual dogs is important to understanding their capabilities and limitations and necessary for Philippine and U.S. handlers to increase their interoperability and combined capabilities. Balikatan is a Filipino word meaning “shoulder-to-shoulder,” and the exercise is designed to increase the capabilities of Filipino and American militaries, enhance interoperability, and improve humanitarian assistance and disaster response procedures.
