Navy Diver 1st Class Alvin Carter, right, a reserve component sailor certified to mix gases for breathing in deep-water diving, watches as a winch hoists a manned dive bell from a depth of more than 600 feet, more than 65 miles south of the coast of Panama City Beach, Fla. The bell is the operational component of a Flyaway Saturation Dive System that is going through a certification process, which will eventually see a manned dive past 1,000 feet, a first since 1975.
