OKINAWA, Japan (Oct. 15, 2019) Command Master Chief Frederick Martinez (right), Command Master Chief Naval Mobile Construction Battalion (NMCB) 5, raises the battalion colors of NMCB 5 following the transfer of authority from NMCB 4 to NMCB 5. The Relief-in-Place Transfer-of-Authority (RIPTOA) Ceremony from NMCB 4 to NMCB 5 officially concludes NMCB 4’s deployment in the Indo-Pacific. NMCB 4 is forward-deployed throughout the Indo-Pacific region ready to support major combat operations, humanitarian assistance and disaster relief and to provide general engineering and civil support to U.S. and joint forces.
