Steven Stasick, Commander 30th Naval Construction Regiment (30NCR), delivers remarks at the Relief-in-Place Transfer-of-Authority (RIPTOA) ceremony from NMCB 4 to NMCB 5. NMCB 4 was relieved of Naval Construction Force Operations in the Indo-Pacific by NMCB 5. RIPTOA is the official conclusion of NMCB 4’s deployment in the Indo-Pacific. NMCB 4 is forward-deployed throughout the Indo-Pacific region ready to support major combat operations, humanitarian assistance and disaster relief and to provide general engineering and civil support to U.S. and joint forces.
