Andrew Kostic after a commissioning ceremony held at the university campus where Sands served as the commissioning officer and provided remarks to 18 newly-commissioned U.S. Navy and U.S. Marine Corps officers and attending friends and family. While visiting for the ceremony, Sands and NSTC Command Master Chief, Master Chief Petty Officer Jimmy Hailey III, met with the unit’s leadership to discuss trends in accessions, how to better improve diversity and opportunity within the NROTC program, and standardization of mission goals and priorities.
