Marked by surveyors atop Otay Mountain more than 100 years ago, boundary monument 251 aligns with existing border barriers below, between Tijuana, Mexico, and San Diego, January 30, 2020. When finished, the 3.5-mile, 2808-funded San Diego 4 project will connect with nearly 20 miles of DHS-funded San Diego border barrier. The U.S. Army Corps of Engineers, South Pacific Border District is providing contracting services, including design and construction oversight, of Department of Defense-funded Southwest border barrier projects in California, Arizona, New Mexico and Texas at the direction of the Administration and at the request of Department of Homeland Security, Customs and Border Protection (no one in this photo crossed the international border).
