U.S. Coast Guard Chief Machinery Technician James Sears, assigned to the national security cutter USCGC Waesche (WMSL 751), explains the use of a plugging kit to members of the Philippine Coast Guard and Navy aboard the Pacific Rose Explorer during a rescue and assistance training event. This event is part of Cooperation Afloat Readiness and Training 2012 Philippines. CARAT is a series of bilateral military exercises between the U.S. Navy and the armed forces of Bangladesh, Brunei, Cambodia, Indonesia, Malaysia, the Philippines, Singapore, and Thailand.
