MADISON, Wis. -- University of Wisconsin-Madison Naval ROTC (NROTC) Midshipman 1st Class Katherine Katula, 21, from St. Paul, Minnesota, has her new cover placed on her head by her father during a virtual commissioning from her apartment in Madison, Wisconsin, as she is commissioned as an Ensign in the U. S. Navy. The oath was given by Capt. Greg Zacharski, commanding officer of the unit, via computer from the UW-Madison NROTC offices on campus. More than 1,400 NROTC midshipmen, officer candidates and Marine Enlisted Commissioning Education Program (MECEP) Marines have virtually commissioned or are commissioning to U. S. Navy Ensigns and U.
