Brig. Gen. Donald MacWillie, 1st Infantry Division senior commander, takes a moment to personally thank Command Sgt. Maj. William K. Allen, command sergeant major, 4th Maneuver Enhancement Brigade, 1ID, for his 27 years of military service. Directly after presenting Allen with a Legion of Merit award, MacWillie oversaw the brigade’s change of command and responsibility ceremonies in which Allen relinquishes his responsibility to Command Sgt. Maj. Federico Boyce, and the commander, 4th MEB, 1ID, Col. Frank Y. Rangel Jr., does the same with his command to Col. James F. Reckard III, Wednesday, July 18.
