    Dawn Schultz, the sponsor of the USCGC Charles Moulthrope (WPC 1141), congratulates the cutter’s commanding officer, Lt. Cmdr. Steve Hulse, during a commissioning ceremony on Coast Guard Base Portsmouth, Va., Jan. 21, 2021.
