U.S. Army Sgt. Mark Rodgers, 490th Civil Affairs Battalion's Team 12, partners with the Djibouti Armed Forces English Language Center to teach English. Team 12 began partnering with the center in April 2012, to help further the English knowledge of 17 Djiboutian service members enrolled in the English language course at Camp Chiek Osman in Djibouti City, Djibouti. The civil affairs battalion is assigned to Combined Joint Task Force - Horn of Africa, which has civil affairs teams throughout eastern Africa working with military counterparts and the civilian population.
