Cmdr. Monica Rochester, the head of U.S. Coast Guard Sector San Diego's prevention department, and the chief engineer of the tanker ship Ardenne Venture observe another crewmember perform a hydraulic start of an emergency generator on board the ship during an annual exam off the coast of San Diego, Aug. 3, 2012. The Coast Guard carries out exams on foreign vessels to ensure they comply with United States and international regulations governing necessary safety equipment, crew qualifications and pollution restrictions prior to operating in U.S. waters and ports.
