    A tired Wilkie Declouet, former law enforcement officer, and life-long resident of Ironton, Louisiana, on Sept. 24, 2021; pauses after explaining the devastation left behind by Hurricane Ida's wind and storm surge. He described how the bayou overflowed, causing a 12-foot surge to engulf the community. The excess water was "trapped in" by the levee. Declouet explained that the floodwaters tossed debris from nearby construction and bales of hay, exacerbating the destruction of property and the cemetery. Coffins and tombs were dislodged and dispersed around town. Vehicles, sheds, and private property were also scattered throughout Ironton, and some of the homes were also dislodged from their foundations. (U.S. Army Corps of Engineers, photo by Brigida I.
