    The U.S. Navy and Marine Corps conducts this annual exercise to ensure cohesiveness and the efficiency of these modes of transportation, in the event that the national capital region cannot be accessed via road. CBIRF was activated in April of 1996 by Gen. Charles C. Krulak, 31st Commandant of the Marine Corps, to counter the effects of chemical, biological, radiological or nuclear incidents.
