    Hassan Bassil Abass, an Iraqi security volunteer in Baghdad's Adhamiyah District, Shabatkar neighborhood, checks the back side of a car for possible security threats. The ISV program allows volunteers from local communities to join and provide security to their own neighborhoods. According to Harrington, N.J., native, 1st Lt.
