Kibbey during a Chain of Custody ceremony at Joint Base Pearl Harbor, Hawaii, Oct. 29, 2021. Retired U.S. Air Force Lt. Col. Richard Kibbey and Koon attended Col. Richard A. Kibbey's Chain of Custody ceremony as surviving family members, where they formally received his remains. While conducting a rescue and recovery mission in an HH-3E helicopter over North Vietnam, Kibbey and fellow aircrew received enemy fire which resulted in an internal explosion and crash. Kibbey was officially identified on Aug. 6, 2018. The additional remains were recovered and turned over by the government of Vietnam. DPAA is grateful for the continued partnership with Vietnam especially as the global Covid-19 pandemic has made international travel more difficult.
