Maj. Gen. David Mikolaities, The Adjutant General, New Hampshire Naitonal Guard, and the Chief of Staff of the Cabo Verdean Armed Forces, Maj. Gen. Anildo Morais, sign a State Partnership Program agreement at a signing ceremony held at the 3rd Military Region Parade Ground on Feb. 4, 2022, in Cabo Verde. A New Hampshire delegation headed by Mikolaities, Gov. Chris Sununu, Jayne Millerick, the governor's chief of staff, and Taylor Caswell, commissioner of Business and Economic Affairs, traveled to the West African nation to formalize the official partnership. Cabo Verde is New Hampshire National Guard's second state partnership country, having fostered a similar program alliance with the Central American Republic of El Salvador since 2000. Mikolaities read a prepared speech to the small group of diplomats, government officials and military service members in attendance. "As we have done our Salvadoran friends, we hope to grow our partnership with Cabo Verde from military exchanges to a whole-of-society approach involving our government and civilian sectors," Mikolaities said. "We are grateful for your commitment to building stronger ties with the United States and the state of New Hampshire, and we look forward to establishing a lasting and mutually beneficial relationship that will help meet today's global security challenges."
