Carter is the son of retired Command Sgt. Maj. Jeffrey N. Carter, who was awarded the Silver Star Medal while serving with the 1st Cavalry Division in Vietnam. Following his service in the Regular Army, Carter, who died last January, joined the Ohio Army National Guard, serving with the 107th Armored Calvary and retiring as the command sergeant major of the 37th Brigade, 38th Infantry Division. The OMHOF recognizes Ohio veterans who were awarded medals for valor during their military service.
