The purpose of PHIBLEX is to provide bilateral humanitarian aid as well as disaster relief. Projects during the exercise range from the construction of buildings to medical and dental care. Valdez is the deputy commander of the Philippine Marine Corps. Timberlake is the commanding general of the 3rd Marine Expeditionary Brigade, Smith is a medical planner with the 31st Marine Expeditionary Unit, and Aquino is the principal of Macarascas Elementary School.
