Joseph McGettigan, commanding officer of Arleigh Burke-class guided-missile destroyer USS Higgins (DDG 76) observes as the ship conducts a replenishment-at-sea with Henry J. Kaiser-class replenishment oiler USNS Big Horn (T-AO 198) in the South China Sea, Sept. 12.
