MANILA BAY (Sept. 13, 2022) Sonar Technician (Surface) 3rd Class Ryan Carricaburu, from Santa Yenez, California, throws a heaving line from the flight deck aboard Arleigh Burke-class guided-missile destroyer USS Higgins (DDG 76) while mooring the ship pierside in Manila, Philippines, Sept. 13. Higgins is assigned to Commander, Task Force 71/Destroyer Squadron (DESRON) 15, the Navy’s largest forward-deployed DESRON and the U.S. 7th fleet’s principal surface force.
