MIAMI – (March 27, 2023) – U.S. Army Gen. Laura Richardson, Commander, U.S. Southern Command (USSOUTHCOM), awards Chilean Navy Vice Adm. Alberto Soto the Legion of Merit during the Combined Force Maritime Component Commander (CFMCC) flag course at USSOUTHCOM headquarters March 27-31, 2023. Vice Adm. Soto received the award for his service as the Chilean Navy’s Commander of Naval Operations. Soto’s leadership increased his Navy’s participation in fleet exercises and operations, and greatly strengthened the partnership between Chile and the U.S. Navy. The Legion of Merit is the highest U.S. military decoration that may be awarded to foreign military personnel in recognition for achievement or meritorious service.
