Latvian Chief of Defense, Lieutenant General Leonids Kalnins, left, and U.S. Army Maj. Gen. Paul Rogers, the Adjutant General of Michigan, unveil a new street sign that renames “4th Street” to “Latvia Street” to commemorate the 30th anniversary of the State Partnership Program (SPP) between Latvia and Michigan on Camp Grayling, Michigan, Aug. 12, 2023. The SPP is a joint program of the U.S. Department of Defense in which state National Guard units are paired with allied and independent nations. Through the SPP, the National Guard conducts military-to-military engagements in support of defense security goals and leverages whole-of-society relationships and capabilities to facilitate broader interagency and corollary engagements spanning military, government, economic and social spheres.
