U.S. Army Michigan National Guard service members, actively serving and retired, walk together with Latvian Chief of Defense, Lieutenant General Leonids Kalnins, right, on Camp Grayling, Michigan, Aug. 12, 2023. Today they celebrate the 30-year anniversary of the State Partnership Program between Latvia and Michigan. The SPP is a joint program of the U.S. Department of Defense in which state National Guard units are paired with allied and independent nations. Through the SPP, the National Guard conducts military-to-military engagements in support of defense security goals and leverages whole-of-society relationships and capabilities to facilitate broader interagency and corollary engagements spanning military, government, economic and social spheres.
