Army Staff Sgt. William McDowell, the 440th Army Band Master of Ceremonies, leads the North Carolina National Guard Band down the roads of downtown Raleigh, Jan. 12, 2013, during the 74th North Carolina governor’s inauguration ceremony. The 440th band was the opening act for the ceremony. They entertained thousands of guests at the public swearing-in ceremony and along the ceremony’s parade route.
