U.S. Army Brig. Gen. David M. Jenkins, assistant adjutant general for South Carolina, passes the noncommissioned officer sword to U.S. Army Command Sgt. Maj. Norris K. McCall, the incoming state command sergeant major for the South Carolina Army National Guard, during an assumption of responsibility ceremony held at the South Carolina National Guard headquarters armory, office of The Adjutant General complex, Columbia, South Carolina Dec. 8, 2023. The passing of the noncommissioned officer sword is a U.S. Army time-honored tradition and, when used during a change or assumption of responsibility ceremony, reminds the Soldiers of the unit that the senior noncommissioned officer is responsible for good order and discipline among the troops. It also reminds the senior noncommissioned officer of the responsibility to care for the troops. As the 14th state command sergeant major for the South Carolina Army National Guard, McCall is the senior enlisted advisor to the adjutant general, and primarily focuses on the health, wellness, and morale of all South Carolina National Guard Soldiers. In addition, McCall has oversight responsibilities on organizational strength and overall readiness for all enlisted personnel of the South Carolina Army National Guard. Since joining the National Guard in 1988, McCall served in a variety of leadership positions, with the 178th Field Artillery Regiment first, then with the 7th Transportation Group in Iraq, and as the command sergeant major for the South Carolina Army National Guard Recruiting and Retention Command.
