Scott S. Minakami speaks to his department after receiving the 2011 Large Fire Department of the Year award at Camp Foster Jan. 17. The Marine Corps Installations Pacific and Marine Corps Base Camp Butler fire and emergency services were presented two major awards by Maj. Gen. Peter J.
