Chaplain James F. Fisher was promoted to colonel by Maj. Gen. William "Bill" Green Jr., U.S. Army chief of chaplains, during a ceremony on Feb. 2, 2024, at the Fort Hamilton Garrison Chapel in Brooklyn, N.Y. Fisher serves as chief of the Strategic Initiatives Group with the Office of the Chief of Chaplains, and as senior chaplain of the Protestant Cornerstone Fellowship at the garrison.
