Chaplain Col. James F. Fisher addresses friends and family at his promotion ceremony on Feb. 2, 2024, at the Fort Hamilton Garrison Chapel. Fisher, was promoted to the rank of Col by Maj. Gen. William "Bill" Green, Jr., U.S. Army chief of chaplains and serves as chief of the Strategic Initiatives Group with the Office of the Chief of Chaplains, and as senior chaplain of the Protestant Cornerstone Fellowship at the garrison.
