NAVAL BASE GUAM (March 1, 2024) - The Honorable Franklin R. Parker, assistant Secretary of the Navy for Manpower and Reserve Affairs, met with U.S. Naval Base Guam (NBG) Commanding Officer Capt. John Frye, during a visit and tour of the installation Feb. 29.
Parker is responsible for the oversight of manpower and reserve component affairs of the Department of the Navy, including the full spectrum of policy and programs for active duty, reserve, and retired military, their families and the civilian workforce.
During the visit Parker met with senior leadership to get a better understanding of quality of life issues that may impact personnel and families on the installation. Discussions also included ongoing civilian recruiting and retention efforts. Additionally, Parker visited the Orote Commissary and the Defense Commissary Agency (DeCA)-operated Central Distribution Center.
