Norwegian Army Colonel Vegard Flom, Director of the Centre of Excellence Cold Weather Operations, provides his insights to leaders from the Ted Stevens Center for Arctic Security Studies during a visit to the TSC, on Joint Base Elmendorf-Richardson, Alaska, Aug. 20. The COE-CWO, located in Elverum, Norway, is the primary site for the NATO’s cold weather operations development. Led by Norwegian operators and cold-weather experts, the center plays a vital role in the Alliance’s mission to ensure readiness in all environments, operating across the four pillars of NATO’s Centre of Excellence program.
