    Matthew Bell, Dean of the School of Arctic and Climate Security Studies at the Ted Stevens Center for Arctic Security Studies, provides his insights to leaders from the NATO Centre of Excellence Cold Weather Operations during a visit to the TSC, on Joint Base Elmendorf-Richardson, Alaska, Aug. 20. The COE-CWO, located in Elverum, Norway, is the primary site for the NATO’s cold weather operations development. Led by Norwegian operators and cold-weather experts, the center plays a vital role in the Alliance’s mission to ensure readiness in all environments, operating across the four pillars of NATO’s Centre of Excellence program.
