Jason Ritter, subject matter expert with the U.S. Army Corps of Engineers for water and wastewater technical assistance assessments in East Tennessee, checks the water treatment facility in Erwin Oct. 11, 2024. The facility received damage when the Nolichucky River flooded the area during Hurricane Helene.
