Gillam, INSCOM's outgoing senior enlisted advisor, moves on to become the Defense Intelligence Agency's senior enlisted advisor. A change of responsibility ceremony is a traditional event meant to reinforce noncommissioned officer authority in the U.S. Army and highlights their support to the chain of command.
