Sgt. 1st Class Joe Baker, a civil affairs team leader and a native of Fort Stockton, Texas, assigned to Company A, 448th Civil Affairs Battalion, United States Army Civil Affairs and Psychological Operations Command located at Fort Bragg, N.C., uses his translator to contact members of the local beladiya, or community, essential services department May 21. Soldiers from the 7th Squadron, 10th Cavalry Regiment, 1st Brigade Combat Team, 4th Infantry Division, Multi-National Division - Baghdad, escorted Baker and his team of civil affairs specialists through the Abu T'shir community, where the civil affairs team conducted multiple assessments and atmospherics with residents of predominately Shia community to determine what coalition forces working with the government of Iraq can do to meet their needs.
