Personnel Specialist Carlos Chacara, assigned to the guided-missile frigate USS, smacks a high-five with a student at West Central elementary school. Crew from the Jarrett, three other U.S. Navy and Coast Guard ships, and Philippines navy sailors, unloaded pallets of donated basic home supplies to be distributed to the needy living around the school. Philippine and U.S. maritime forces are supporting a variety of humanitarian and at-sea activities during the Philippines phase of Cooperation Afloat Readiness and Training 2008. CARAT is an annual series of bilateral maritime training exercises between the United States and six Southeast Asia nations to build relationships and enhance the operational readiness of the participating forces.
