    Maj. Gen. David A. Morris, commanding general for the U.S. Army Civil Affairs and Psychological Operations Command (Airborne), pins Capt. Laura Peters with the State Department's prestigious Superior Honor Award, Aug. 5, 2008, at Meadows Parade Field. Peters, a brigade liaison officer for a provincial reconstruction team in Iraq, was honored for conducting exemplary civil affairs actions and interagency operations in Samara and Tikrit while working concurrently with the Department of State. Only a few of military personnel have been awarded the SHA. She is an Army Reserve Civil Affairs Soldier assigned to USACAPOC(A).
