Philippine Navy Lt. Romel Sotero, left, and U.S. Navy Ensign Bret Anstett salute May 14 during the Philippine and U.S. national anthems before a dedication ceremony in Guinobatan, Albay province, Philippines. Dedication ceremonies were held around Albay to recognize the completion of the five engineering civic assistance program sites taking place as a part of Exercise Balikatan, including renovations of a school, building of classrooms, and construction of a health center. The exercise is currently in its 30th iteration and focuses on strengthening interoperability and friendship between the two long-standing allies. Sotero and Anstett are the officers in charge and the Dona Mercedes Elementary School ENCAP site.
