Armed Forces of the Philippines Maj. Gen. Emeraldo C. Magnaye, right, and U.S. Marine Maj. Gen. Richard Simcock prepare to throw rice and coins during a dedication ceremony May 14 in Guinobatan, Albay province, Philippines. The rice and coins represent good luck and fortune in the future. Dedication ceremonies were held around Albay to recognize the completion of the five engineering civic assistance program sites taking place as a part of Exercise Balikatan, including renovations of a school, building of classrooms, and construction of a health center. The exercise is currently in its 30th iteration and focuses on strengthening interoperability and friendship between the two long-standing allies.
