Lieutenant Colonel John C. Osborne alongside Lt. Col. Gary A. McCullar await the arrival of 2nd Combat Engineer Battalion’s colors from Sgt. Maj. Jacob Whitley during a change of command ceremony, Dec. 12, 2014.
