Col. Matthew Grays, Combined Joint Task Force-Horn of Africa joint civil-military operations director, addresses students of the Counter Terrorism Course, on June 16, at Camp Kasenyi, Uganda. This is the sixth iteration of the CJTF-HOA supported course and 133 Ugandian soldiers graduated. The service members of CJTF-HOA, headquartered in Djibouti, employ an indirect approach to counter violent extremism. Through a strategy of cooperative conflict prevention the task force helps build the internal capacities of countries at risk to prevail against extremists exploiting instability.
