Sergeant First Class Cary Adams of the 2-18 Field Artillery Regiment out of Camp Lemonier, Djibouti, stands in formation with the students of the Anti-terrorism Course on June 16, 2009 at Camp Kasenyi, Uganda. This is the sixth iteration of the Combined Joint Task Force-Horn of Africa supported course and 133 Ugandian soldiers graduated. The service members of CJTF-HOA, headquartered in Djibouti, employ an indirect approach to counter violent extremism. Through a strategy of cooperative conflict prevention the task force helps build the internal capacities of countries at risk to prevail against extremists exploiting instability.
